Blind is more powerful than poison / bleeding / weakness - a blind physical is essentially removed from the match, less so a weakened physical. Poisoned and bleeding physicals are completely unaffected in terms of damage output (aka. don't qualify as defense).
The conditions aren't created on equal footing. Bleeding is clearly weaker than poison, while dazed and blind are much stronger than both of them. That's why they are harder to apply, just count what applies daze vs. what applies bleeding for instance.
BSurge is already a strong skill, so making it apply bleeding would be even worse. BSurge is a skill which you'll be constantly using, and the bleeding will add up to big pressure. It affects Shell Shock less because Shell Shock is a spike skill - you use it on spike, when the 3 health degen from bleeding doesn't matter so much. But it would still be a (rather unwarranted) buff to what is already a strong spell, which is why everyone opposes it.

To turn a scythe into a weapon, you pull straight the blade so it point in the same direction as the pole of the scythe, and that is called a war scythe.

No. Invoke =/= Bsurge, they have different functions. You're not getting the point. Invoke Lightning is for damage, Blinding Surge is for support. Physical attackers most likely aren't going to care as much if they get zapped then they would getting blinded.
